Adults wanting to volunteer and you are associated with a pack would be registered the same way your Scouts are registered. This is how you get the discount and count towards your Packs 3:1 ratio.

Below is the link to register if you are not associated with a pack. Adult Volunteers are free but keep in mind if you register here you will NOT be part of the Packs 3:1 ratio and will not qualify for the discount/rebate.
